(k) War Office Fixed Assets. The Colonial Office should take action on the War Office claim against Hong Kong. Hong Kong states that these particular assets passed into private ownership when the property was derequisitioned.
(1) Harbour Craft. The Treasury should investigate the difference which appears to exist between the Ministry of Transport and Admiralty attitudes to this claim. The face value of the craft was £375,000, but the actual value might perhaps be less.
(m) War Office "hang-over" stores and Siamese free rice.
The Colonial Office should consider Mr. Clough's letter of the
4th January.to „r. Higham on these related subjects. On the Treasury interpretation there might be a claim against Hong Kong of from £100,000 to £700,000, depending on certain factual questions which were not yet clear.
(n) Other claims. It was for Hong Kong to react to other claims by U.K. departments of which they have been informed.
(0) Admiralty and War Office were asked to find out whether they had any further outstanding questions. Air Ministry should be asked to do likewise.
(P) Cost of reinforcement of garrison,
Particulars are available.

It was also decided;
(i) that Colonial Office should prepare a draft communication to Hong Kong on preliminary points which the Treasury said they would clear as quickly as possible;
(ii)
that further issues should be left for discussion nearer the time of the conference.
